Madam Fauziah binti Fadzil
With a background in electrical engineering and specializing in radio communications and high frequency, Fauziah Fadzil started her career as a researcher in SIRIM before transitioning into conformity assessment field in 1997. She has more than 30 years’ experience of TIC under her belt, and now is the Senior General Manager for Product Certification and Inspection Department, overseeing the activities of certification and inspection across various sectors namely communications and multimedia, electrical and electronics, automotive, chemical, civil and construction, water and sewerage, fire, eco and scrap and waste.
A champion of quality, she believes that ensuring product conformance and safety are crucial in protecting Malaysians and empowering consumers.

Qualified Advocate and Solicitor with 10 years in legal practise. Currently heading the Enforcement Division In SPAN, mainly involved in investigation of offences in the water services industry. Mainly focused on ensuring proper compliance of the laws and regulations in the water services industry.

Puan Haslina binti Amer
Mdm. Haslina binti Amer A.I.S, is the Chief Assistant Director and Head of River Basin and Coastal Management Division in Selangor Waters Management Authority (SWMA/LUAS). She holds a Bachelor’s Degree in Civil Engineering from University of Science Malaysia. She obtained Diploma in Integrated Environment and Water Management from Danish Hydraulic Institute (DHI), Denmark and a Diploma in River Basin Management from CEDDET Foundation, Spain with collaboration program of Network of Asian River Basin Organization (NARBO). She also obtained Certificate on Integrated Water Resources Management (IWRM) Training from Japan International Cooperation Agency (JICA). She has more than 23 years experiences involvement in water resources management and among the nucleus technical staff since the establishment of Selangor Waters Management Authority in 2000. She also, a coordinator for Selangor Component in ‘Integrated River Basin Management Project’ which is collaboration program Government of Malaysia and Denmark (2002-2007). She has contributed about LUAS Case Studies in “Transforming the Water Sector: National Integrated Water Resources Management Plan, Malaysia”. She also responsible for the implementation of the Integrated River Basin Management Plan Sungai Selangor, Sungai Langat and Sungai Klang, development of Integrated Water Resources Information System (IWRIMS) and LUAS Intelligent Support System (LiSS).

Dato’ Ir. Pathmanathan a/l Krishnan Kutty Raman Nair
Dato’ Ir. Pathmanathan K. is an accomplished engineer and leader with over 29 years of experience in the civil engineering industry. He holds a Master’s Degree in Highway & Transportation Engineering from Universiti Putra Malaysia and a Bachelor’s Degree in Civil Engineering from Universiti Teknologi Malaysia.
Beginning his career in 1995 with Ganendra, Ahmad & Associates, Dato’ Ir. Pathmanathan K distinguished himself as a Civil and Structural Designer, working on a wide range of critical infrastructure projects. His expertise spans conceptual feasibility studies, detailed design, and the final implementation of infrastructure works, including site development, water intakes, water mains, distribution networks, water and wastewater treatment plants, complex irrigation systems, pumping stations, and structural works for buildings and reservoirs. His comprehensive understanding of contract administration further strengthened his professional portfolio.
In 2006, Dato’ Ir. Pathmanathan K earned his Professional Engineer status from the Board of Engineers Malaysia, marking a significant milestone in his career. The following year, he became a Partner at Mudajaya Jurutera, where he played a pivotal role in shaping many infrastructure projects across Malaysia.
Dato’ Ir. Pathmanathan K’s vast experience and leadership capabilities led him to his current role as the Group Chief Executive Officer of PBA Holdings Bhd and PBAPP Sdn Bhd. Under his stewardship, the company continues to achieve significant growth and success, particularly in delivering sustainable and innovative water supply solutions. His focus remains steadfast on meeting the evolving demands of Penang’s population, both now and in the future.

Dr. Hou ZhouQi Rex
Rex Hou is CTO of Huawei International APAC, he has developed 90% of his practice focusing on Digitization of Agencies, Cities and Nations for the past 10 years. His recent activities include Government and City transformation consultation with Singapore PUB, Hong Kong OGCIO, Indonesia OIKN, Thailand MDES etc. Rex is specialized in solution development and deployment in relation to Data Governance, Industrial Specific AI/ML, Private Cloud, Smart City and Digital Twin.

Ir. Zulkiflee Omar
Ir. Zulkiflee Omar, a Civil Engineering graduate from the University of North Carolina, has 37 years of experience in the construction industry, mainly in project management for railway and water projects. He spent over 24 years on major railway projects like PUTRA LRT, Electrified Double Track, and LRT Extension Projects. Currently, as CEO of Pengurusan Aset Air Berhad (PAAB), a subsidiary of the Ministry of Finance, he oversees the development of water infrastructure in Peninsular Malaysia and Labuan, using competitive financing from the private financial market.

Ir. Jerry Betie
Jerry Betie Chin Timothy Asson is the Senior Manager of the Dam Safety Unit at Sarawak Energy Berhad (SEB), Malaysia’s state-owned utility company. He oversees the safety and maintenance of SEB’s three dams, ensuring compliance with the international standards and best practices. Jerry played a key role in developing Malaysia’s Dam Safety Management Guidelines (MyDAMS) in 2017 and establishing SEB’s dam safety framework. His work is crucial in providing reliable, renewable energy to Sarawak’s 3 million residents. Committed to sustainability, Jerry continues to ensure Sarawak’s energy infrastructure remains safe, efficient, and resilient.

Dr. Nadianatra binti Musa

Dr. Nadianatra binti Musa
Dr. Nadianatra binti Musa is presently a Chief Academic Officer, Industry & ESG Academy of Centre for Technology Excellence Sarawak (CENTEXS), Manager of CENTEXS Lawas and CENTEXS Dalat. Under the CENTEXS Industry & ESG Academy, she is responsible for overseeing the industrial Academic programmes, administration of the academy, research and development, and engaging and partnering with industries. She was formerly an Academic and Senior Lecturer at the Faculty of Computer Science and Information Technology, University Malaysia Sarawak. She obtained her Ph.D. in IT Governance (2012) and Master of Information Systems (2002) from the University of Tasmania, Australia. In 2000, she received her Bachelor’s Degree in Computer Science form Universiti Teknologi Malaysia (UTM). Her interest focuses on Sustainable Development, Circular Economy, Environmental Social & Governance (ESG) & IT Security Governance. She has 23 years of working experience as lecturer, researcher, consultant and development practitioner.

Ir. Ts. Daneil Punang
Mr. Daneil Punang, CEO of LAKU Management Sdn. Bhd., a GLC wholly owned by Sarawak Government. A 30 year veteran in the oil and gas industry, his many years in oil & gas industry has given him extensive experience in Asset Reliability and Integrity Management (ARIM), one of the biggest challenge that water industry are facing now. While taking charge of LAKU, Daneil has lead the company to:
• understand the importance of Effective Stakeholders Engagement, especially the big industrial area at Bintulu & Samalaju, whereby reliability of water supply is of paramount importance
• reducing NRW as well as unscheduled water interruption, having introduced Maintenance as one of key department within the company
