Prof. Dr. Kalanithy Vairavamoorthy
Kala Vairavamoorthy is an internationally recognised water resource management expert, with particular expertise in urban water issues. He combines a strong engineering background with practical international experience. He has published extensively and has a strong international profile working closely with the World Bank, UN-Habitat, UNESCO, GWP, SIWI and the EU. This includes leading several urban water management projects for the World Bank, African Development Bank, Asian Development Bank and DFID. Prior to joining the International Water Association, he was the Deputy Director General for Research at the International Water Management Institute. Kala was also the Founding Dean of the Patel College of Global Sustainability and a tenured Professor in the Department of Civil and Environmental Engineering, at the University of South Florida (USA). Prior to that he was a full professor and Chair of Water Engineering at the University of Birmingham (UK), and Professor and Head of Core of Sustainable Urban Water Infrastructure Systems at UNESCO-IHE (Netherlands). He is currently Professor (adjunct) at the Indian Institute of Technology, Madras (IITM). Kala has a PhD and MSc in Environmental Engineering from Imperial College, University of London, UK and a BSc (Hons) from King’s College, London.

Mr. Charles Quek
Charles Quek is the Chief Executive Officer of HSL Constructor Pte Ltd, a leading international firm delivering critical infrastructure projects across Water, Energy, Food, and the Environment (WEFE). With over 30 years of industry experience, HSL has built strong engineering
As CEO, Charles shapes the company’s strategic direction, forms key partnerships, and drives its international expansion. He oversees talent development, ensures alignment with corporate policies, and represents HSL in external engagement,
with a strong focus on addressing climate challenges.
Charles holds a B. Engineering (Civil) from Nanyang Technological University and completed Harvard Business School's General Management Program in 2014.
His professional affiliations include the Association of Process Industry (ASPRI), where he served as President (2012–2022) and currently serves as Immediate Past President. He is also Vice President (General Affairs) at the Singapore Water Association Council.
He is also the Founder of the Forum for Climate Change Adaptation (2020–present), Chairman of SG Water INC (2023–present), and the Advisor for the Coastal Protection Chapter driving innovative climate
Charles is committed to community service, having held various leadership positions in grassroots organisations. In recognition of his contributions, Charles was awarded The Public Service Medal (Pingat Bakti Masyarakat) in 2011.

Dr. Mohmad Asari Daud
Asari is currently the CEO of Syarikat Air Perlis. He graduated in Bachelor of Engineering with Honours from UTM in 1984, later obtained M.Sc (Supply Chain Management) from University of Liverpool in 2014. In 2020 Asari completed his PhD in water treatment from UTM. Asari specialised in water and wastewater at several capacities - owner, consultant, constructor, trainer or activist. In 2016, he obtained in Advanced Diploma (Level 5 Competency) in Corporate Leadership and Advanced Diploma (Level 5 Competency) in NRW Management. He was involved in treatment plant assessment, trouble shooting, problem solving, upgrading and capacity building in Malaysia, Indonesia and Brunei. Prior to that, he was District Engineer of several districts managing water supply services in Malaysia. He became Chairman of Malaysian Water District Engineers Action Committee from 1996 till 2002. He is currently MWA President and was previously the Association’s Executive Director (2006-2008), Honorary Secretary General (2013 – 2015), Vice President (2015-2019) and Deputy President (2019-2021). Internationally he is International Water Association (IWA) Member and currently elected as Vice President (2024-2026) and 2028 IWA World Water Congress Chariman. Asari is a Fellow of The Institution of Engineers Malaysia, Registered Professional Engineer with the Board of Engineers Malaysia, Registered Professional Technologist in Green Technology with Malaysian Board of Technologies, Registered Industry Expert, Registered NOSS Panel and Academy of Sciences Malaysia Associate. He is currently involved at task force levels advising State Governments and several committees of Federal Ministries on water related issues and had served as Suruhanjaya Perkhidmatan Air Negara (SPAN) Commissioner for two terms. He specialised in lean management, water treatment and NRW management and had vast experience in water resources and water supply management. He conducted hands-on training at several water companies in the field of leakage control, NRW management and treatment plant operations and had trained engineers, technicians and operators in this field nationwide. He spearheaded the initiative to establish an Industry Lead Body (ILB) for Skilled Workers in the water and wastewater industry. He is currently he Chair for Utility and Services Sectoral Training Committee of HRD Corp, Ministry of Human Resources Malaysia.

Azida Halidin
Azida Halidin was initially appointed as the Head of Customer Billing Services of Air Selangor in July 2022 and is now leading the Special Projects Department as Head of Special Projects. She has
over 20 years of experience in the field of auditing, assurance, and accounting.
Azida holds a Master of Business Administration from the Cardiff Metropolitan University and a Bachelor of Accounting (Honours) from the MARA University of Technology (UiTM). She is a
Chartered Accountant with the Malaysian Institute of Accountants (MIA) and the Association of Chartered Certified Accountants (ACCA) of the United Kingdom.
She started his career development at Deloitte Malaysia and Shell Malaysia. Before being appointed to his current position, Azida served as Senior Operations Manager of Revenue and Collection at Air Liquide Business Service Sdn Bhd, responsible for handling revenue and collection of multinational companies in APAC countries. Previously, she was the Chief Financial Officer/Head of Procurement at Belait Shipping Co (B) Sdn Bhd in Brunei Darussalam.

Mr. Ting Kee Suen
Experienced banker with 30 years of banking experience from consumer, branch, business to corporate banking, having exposure in car loan, mortgage, plantation, trade, contract and equipment financing both in West Malaysia and East Malaysia. Ting is also the captain of Kelab Golf Sarawak for last 2 terms, after serving as club tournament chairman and club secretary. He was also the treasurer of biggest private school in Kuching and the chairman and advisor of a Chinese primary school. He joined Affin Bank in 2024 to serve Sarawakians and grow Sarawak businesses to greater heights.

Dr. Edwin Sia
Dr Edwin Sia is a Senior Biologist under the Environmental Sciences division of the Research and Development (R&D) department of Sarawak Energy. His current research is guided by the Hydropower Sustainability Standard which stems from a need to better understand the environmental impacts of hydropower development. Dr Sia is keen to develop and utilise sensors and automation for field process improvements as well as remote sensing strategies to enhance the large-scale monitoring of environmental parameters of hydropower reservoirs.

Abza Junit
Mr Abza has over 19 years of experience in the water treatment industry, with a proven track record of success in business development, project management, and engineering design. He is also skilled in leading proposal preparation, securing major water treatment projects, and ensuring on-time and on-budget delivery. Besides, he also possesses a strong understanding of client needs and technical solutions for water desalination, water supply schemes and effluent treatment plants.

Dr Ampai Harakunarak
Trained as an economist and a strategic environmental researcher, Dr. Ampai has over 30 years of professional experience in policy research, strategic planning and management, and sustainable development. Her areas of expertise include environmental policy and sustainability; natural resources management (water, land, forest, biodiversity); pollution control and prevention; climate change and resilience; marine and coastal governance; transboundary water management; SDGs localization; sustainable environment and climate financing; and disaster risk management. She has worked with ASEAN, World Bank, UNEP, UNDP, multilateral and bilateral donors, NGOs, and Thailand’s Office National Economic and Social Development Board (NESDB). Dr. Ampai earned a doctoral degree in Marine Studies, a master’s degree in Natural Resources Management, and a master’s degree in economics.

Gary Wyeth
Mr Wyeth graduated from Portsmouth University in 1991 with a Master of Engineering Degree in Civil Engineering. He has 33 years’ experience in the water industry, with 30 of those years whilst working in South-East Asia. During this period Mr Wyeth has gained member status of the CIWEM (UK), is a Chartered Engineer, has gained a Graduate Diploma in International Operational Management and is the current Secretary/Vice Chair of the IWA Water Loss Specialist Group. Mr Wyeth Started his career as a network modelling engineer for Biwater International and through this built up an expertise in how water supply systems operate. He then moved into NRW management, with Thames Water International and Ranhill Water Systems, gaining further expertise in leakage control, DMZ design & implementation, system monitoring, customer metering and production metering. He also established the APAC regional office for i2OWater, specialists in advanced pressure management, where he was APAC managing director for 4 years. He further improved his experience of pressure management whilst managing the regional office for Singer Valves, a manufacturer of pressure control valves. He is currently the Chief Executive Officer of Wyeth Water Consultants, a Malaysian based NRW Management Company.

Ir. Ts. Geoffery Ranggu Anak Thomas
Ir. Ts. Geoffery Ranggu Anak Thomas is a civil engineer focusing on water supply management. He holds a Corporate Master’s in Business Administration from Universiti Malaysia Sarawak (UNIMAS) and a Bachelor of Civil Engineering from Universiti Tun Hussein Onn Malaysia (UTHM). Currently, as the Miri Area Manager at LAKU Management Sdn Bhd, a wholly owned entity of the State Government, he oversees water supply operations in Miri, Sarawak. He is also the vice chair of IWA MWA Young Water Professional (YWP) Malaysia. Geoffery is a recognised Professional Engineer by the Board of Engineers Malaysia (BEM), and a Professional Technologist certified by the Malaysia Board of Technologists (MBOT).

Ir. Ts. Qairuniza Roslan graduated from Universiti Malaysia Sarawak (UNIMAS) with a Master’s Degree in Civil Engineering and a Bachelor’s Degree (Honours) in Civil Engineering from Universiti Tun Hussein Onn Malaysia (UTHM). A dedicated water supply professional at the Sarawak Rural Water Supply Department, with eight (8) years of experience in managing and optimising water supply systems (production/treatment and distribution systems). She is also registered as a Professional Engineer with the Board of Engineers Malaysia and as a Professional Technologist with the Malaysia Board of Technologists.

Atty. Jo Kristine Gerona Celera

Atty. Jo Kristine Gerona Celera
Jo Kristine “Kaye” Gerona Celera is the Head of Manila Water Company’s (MWC) Enterprise Regulatory Affairs Group for the East Zone. She is an experienced lawyer with a demonstrated history as an elected local government official and national government-accredited league officer. Before joining MWC she served as Vice Governor of Masbate Province from 2015 to 2019 and Senior Board Member from 2013 to 2015. She was the elected President of the Lady Local Legislators' League of the Philippines and served as Assistant Secretary-General to the Union of Local Authorities of the Philippines (ULAP) from 2017-2019. She is currently the corporate secretary of the Harvard Kennedy School Alumni Association of the Philippines (HKSAAP), as well as of the Sigma Delta Phi Alumnae Association (SDPAA). Pivoting her career to the private sector, she is now a member of the Management Association of the Philippines (MAP), which recently bestowed her the Special Award in the SGV-MAP Next Gen CEO Transformational Leadership Program. Atty. Kaye finished her Juris Doctor from the Ateneo de Manila University-School of Law and had a B.S. in Tourism for her undergraduate degree from the University of the Philippines-Diliman. Having a learner’s hat, she continuously equips herself with further studies and had Executive Programs from Harvard Kennedy School, University of Florida-Warrington College of Business, Erasmus University Rotterdam, University of Innsbruck, Bolzano Institute, Fribourg University, National University of Singapore and Asian Institute of Management. She is currently pursuing her Master’s in Business Economics at the University of Asia & the Pacific.

Mark Nicol
Mark has 25 years of international experience in the water and wastewater industry, spanning diverse geographies and economic landscapes, with a primary focus on pipeline asset management and operations in the Water Industry. Originally from the UK, where Mark worked for Yorkshire Water and Thames Water, he relocated to Malaysia in 2007 to join Ranhill Utilities. He has been based in the region ever since, working for and with utilities, engineering consultants, technology manufacturers, and service providers to help address regional challenges around water supply management and optimization, with a focus on adoption of new business models and technologies.
Mark holds a BSc and MSc from the University of Reading and an Executive MBA from Henley Business School.

Dr. Wong Ngie Hing (Matthew)
Dr. Matthew Wong specializes in civil (environmental) engineering, mainly water and wastewater engineering and solid and hazardous waste management. He has over 20 years of teaching and industrial experience with supervisory roles in the USA, Singapore, and Malaysia's KPI-driven environment. Matthew managed to develop strategic plans and proposals for securing research and industrial project funding from government agencies and industrial partners, such as Zabel (USA), NEAETRP Grant (Singapore), MIT-SMART Grant (Singapore), SRDC Catalyst Grant (Sarawak), FRGS Grant (Malaysia), and Sar-Indah Alam (Sarawak) Industrial Grant. He led an academic team to develop and deliver a new Master of Construction Management (by coursework) for adult learners using the Problem-based Learning (PBL) pedagogy approach. Matthew has received several outstanding research, teaching, and industrial engagement awards, including the Swinburne Research Success Awards (2021, 2022, and 2023), Swinburne Vice- Chancellor's Industry Engagement Award (2019), Swinburne Vice-Chancellor's Teaching Excellence (Nominated 2019), Top 3 Winner of Most Innovative Project Awards (2015) from Singapore Sembcorp, Commendation Award from Sembcorp Marine's Green Wave Environmental Care Project (2015), Most Appreciated Student Mentors (2013 and 2014), and Best Certified PBL Facilitator (2011). Lastly, he actively participates in several international community engagement projects in Thailand, Sri Lanka, Indonesia, Cambodia, Taiwan, USA, Singapore, and Malaysia.

Dr. Nagur Cherukuru

Dr. Nagur Cherukuru
Dr. Nagur Cherukuru is a senior research scientist with CSIRO's Environment Research Unit, specialising in satellite remote sensing and water quality. Currently leading the National Pilots Work Package in the AquaWatch Australia Mission, he focuses on integrated approaches to monitoring and forecasting water quality in complex riverine, estuarine and coastal environments. Dr. Cherukuru’s research encompasses bio-optical measurements, coastal water quality mapping, environmental connections, and the development of remote sensing models. He has made significant contributions to multiple international expeditions, enhancing the understanding of land-toocean connections across diverse geographic regions. His work on remote sensing algorithms has been applied in both tropical and temperate waters, addressing critical environmental challenges. Dr. Cherukuru holds a Ph.D. in Marine Optics & Remote Sensing from the University of Plymouth, U.K. He has been invited to deliver numerous keynote addresses and collaborate on international research, underscoring his influence in the field. His notable achievements include leading remote sensing and water quality research projects in Australia, the U.K., Chile, India, and Malaysia. With over 70 publications to his credit, Dr. Cherukuru continues to advance the field of coastal water quality monitoring and management.

Marla Maniquiz-Redillas, Ph.D
Dr Marla Maniquiz-Redillas, a licensed Civil Engineer and Professor in the Department of Civil Engineering at De La Salle University in the Philippines, earned her Master's and Doctorate degrees in Civil Engineering, specialising in Environmental Engineering, from Kongju National University in South Korea. She serves as one of the board members of the International Water Association (IWA) Diffuse Pollution Specialist Group. With over 15 years of research experience, her work spans diverse environmental topics, including water quality, diffuse pollution, stormwater management, low-impact development, and naturebased solutions. She has received national and international recognition, including the National Academy of Science and Technology in the Philippines (NAST-PHL) Outstanding Young Scientist award in 2019 and the Outstanding ASEAN Science Diplomat title in 2020. She is currently ranked as the top scientist in the field of Civil Engineering in the Philippines, according to the AD Scientific Index in 2024. She currently leads the "Rainfall and Stormwater Runoff Management Technology for Tropical Climate (RainS-TECH)" project, funded by the DOST in the Philippines.

Raymond Hofer
Raymond Hofer is the CEO and founder of Dutch Water Prevention. After a history in professional sports, including baseball and golf, he made it his mission to help people in need. With the increasing frequency of flooding around the world due to climate change, he was driven by this concern to become an entrepreneur and establish Dutch Water Prevention. Highly driven, dedicated, and straight to the point, these qualities best describe him. As CEO of DWP, he works with leading research and development institutions around the world such as TU Delft, NRC Canada, IDRT Texas to have the best available flood solutions available.

Tang Chua Boon
Tang Chua Boon graduated with an Honours degree in Civil Engineering. He has been involved in and completed various pipeline rehabilitation projects in gravity sewers and pressurised pipelines for gas, water, and sewerage since the year 2000. He was the first person to successfully complete pilot projects for several new pipeline rehabilitation methodologies in Singapore, overcoming challenging site constraints over the past 20 years. He wishes to contribute his knowledge and experience to the trenchless industry.

Dr. Tim Malthus

Dr. Tim Malthus
A senior principal research scientist in the Environment Business Unit, Tim has over 30 years of experience in remote sensing of water quality, with a focus on optics, calibration and validation, field spectroscopy, and sensor development. Tim’s most recent research has focused on tools for the detection of harmful algal blooms in both inland and coastal waters. This work has ranged from the development of low-cost optical sensors and apps for use by citizen scientists to observations using satellites in space. Tim is a co-creator of CSIRO’s patented HydraSpectra near-surface sensor for the measurement of water quality parameters. As part of the AquaWatch Australia Mission, he leads the In Situ Sensor Networks Work Package, working with optical and electronic engineers and scientists to oversee the challenge of developing and deploying sensor networks at wide spatial scales.

Amos Tay Chee Wan
In 2012, Amos Tay joined Borouge as a Product Owner, working closely with production and laboratory teams in Abu Dhabi. In this role, he was responsible for servicing customers by driving continuous improvement in product quality, performance, and certifications of Polyethylene pipe grades. With hands-on experience in polymer QC analytical and processing equipment, coupled with R&D in product development, Amos Tay was given the opportunity to work directly with customers as a Technical Service specialist. This involved supporting trials on new grades, optimising production, particularly with Borouge products, and providing troubleshooting and solutions to address processing-related anomalies. Drawing on cross-region learnings, he expanded the scope into application development in collaboration with customers to fill market needs and enlarge their product offerings. Over the course of a career spanning more than 25 years in the petrochemicals industry, Amos Tay has held various roles across QC, R&D, raw material manufacturing, product development, and safety and compliance management systems. He holds a Master of Sciences in Polymer Technology from Loughborough University, UK.

Huw Pohlner
Huw is a highly qualified water sector adviser, who leads Ricardo's growing Emerging Markets team, with advisers based in the Middle East, United Kingdom, Australia and Europe. Huw is a General Sir John Monash Scholar and Oxford graduate with an international profile in water sector governance. He led the development of the award-winning WaterGuide, an organising framework for water management and use in response to scarcity developed for the World Bank - United Nations High-Level Panel on Water. He is driven by his commitment to make a practical contribution to improved management of water resources globally.

Marcus Chang
Marcus is an engineer with a Master’s degree in Environmental Engineering from Austin, Texas. He specialises in water and wastewater treatment processes and distribution/collection. He has engineering design experience, having worked on several projects across the USA. Coupled with a lifelong dedication to the water/wastewater industry, he also has more than 20 years’ experience in exploring better solutions to solving NRW. Marcus joined Kamstrup in September 2019 and is responsible for helping customers develop sensible and viable strategies to adopt smart metering technology, along with mastering the use of data analytics to achieve strategic goals.

Prof. Ir. Ts. Dr. Teo Fang Yenn
Fang Yenn Teo is a Professor of Water and Environmental Engineering at the University of Nottingham, Malaysia, with over 25 years of experience in civil and environmental engineering, specializing in water engineering and management. He holds a PhD in Civil Engineering from Cardiff University, UK, and has expertise in hydro-environmental engineering, hydrology, flood risk, and urban stormwater management. Teo is a Fellow of multiple prestigious institutions, including the ASEAN Academy of Engineering and Technology and the Institution of Engineers, Malaysia. He is also a Professional Engineer and holds numerous international professional roles, such as Chair of the International Association for Hydro-Environment Engineering and Research (IAHR) Malaysia Chapter, and Treasurer of the International Water Association's Specialist Group on Sustainable Coastal and Estuarine Development.

Prof. Ts. Dr. Rahinah Ibrahim, FASc
Rahinah Ibrahim, Ph.D., is a Senior Professor of Architecture and former Dean at the Faculty of Design and Architecture, Universiti Putra Malaysia (UPM). Professor Ibrahim has seven years’ experience in property development and architectural practice before joining UPM in 1997 as a lecturer, where she led the establishment of its architecture programme and later the new Master’s in Construction Technology Management programme. A trained architect, she received her doctoral degree in Construction Engineering and Management from Stanford University. She is the principal inventor of 22 intellectual properties (IP) profiled in 50 countries.
Professor Ibrahim is an expert in translational and transdisciplinary R&D, where the E.A.G.L.E. Program, ISTP, and SABSystem have been commercialised. For her research achievements, she was awarded the “Top Research Scientist of Malaysia” in 2012 and 2018, and was named a Fellow by the Academy of Sciences Malaysia in 2021. For her innovative endeavours, the Ministry of Education Malaysia awarded her the “National Academic Award (AAN2013)” in the Arts and Creativity category. The ISTP wastewater treatment system was used in a UN Environment Programme pilot project, which was recognised as one of the United Nations’ SDG Good Practice Projects.

Robin Wong
Robin is the Founder and Chief Commercial Officer of TeamSolve, a pioneering Singapore AI technology company using Generative AI to revolutionise digital transformation for the operations workforce in the water sector. He has over two decades of experience in the water sector and previously held leadership roles at Xylem and Royal Haskoning. He serves as a Council member on the Singapore Water Association (SWA) and on the Global Council of the Smart Water Networks Forum (SWAN).

Ir. Ts. Sayyid Syafiq

Ir. Ts. Sayyid Syafiq
Ir. Ts. Sayyid Syafiq is the Manager of Business Development at Aliran Ihsan Resources Berhad (AIRB), a member of the MMC Group. He is a Professional Engineer (P.Eng) in Chemical Engineering, recognised by the Board of Engineers Malaysia (BEM), and a Professional Technologist (P.Tech) in Chemical Technology with the Malaysian Board of Technologists (MBOT). Sayyid holds a Bachelor's degree in Chemical Engineering (Hons) from Universiti Teknologi MARA, Shah Alam, Selangor.
Sayyid began his career with AIRB, where he was trained in providing top-tier operational and maintenance services, particularly in advanced treatment systems such as Ultrafiltration, Reverse Osmosis, and Ion Exchange. He gained experience in wastewater reclamation applications through membrane treatment systems. In late 2018, he was appointed as a Project Engineer, managing various water, wastewater, and reclamation projects. He later advanced to the role of Business Development Senior Lead and is currently the Head of Business Development at AIRB. Martin Shaw
Martin has more than 25 years of experience in the field of non-revenue water (NRW) management. He started his career in Bristol Water in the early 90’s when the UK was suffering from national water shortages. This forced water utilities to gain a greater understanding of the different components of NRW and to undertake aggressive NRW management programs in order to reduce system losses to levels that hadn’t previously been achieved.
In 1997 Bristol Water seconded Martin to Malaysia to transfer this knowledge to the Selangor State NRW management project, one of the first performance-based NRW contracts in the world. Over 10 years the project successfully reduced both real and apparent losses and demonstrated that PBCs were a viable model for NRW reduction projects.
After 10 years in Malaysia Martin was approached to Project Manage a NRW reduction project near Brisbane, Australia in response to the severe ongoing drought in Southeast Queensland where total dam capacity was below 20% and water was expected to run out within 3 years. Other Australian projects followed including with Sydney Water & City West Water (Melbourne) before Martin joined Xylem in September 2017.
His current role of Business Development Manager involves assisting water utilities across Southeast Asia in identifying and implementing smart technologies that will be most effective in reducing their non-revenue water and improving overall network, plant and asset efficiency.

Water New Zealand is a national not-for-profit organisation which promotes the sustainable management and development of the water environment, with particular focus on drinking water, wastewater and stormwater. Gillian joined Water New Zealand in July 2020, and during this time she and the team have increased membership numbers by more than 50% and are seen as the trusted industry voice on water matters in New Zealand. Gillian is on the Advisory Board for the Building Innovation Partnership and is an independent director of Electricity Networks Aotearoa. Prior to joining Water New Zealand Gillian held head of strategy and regulatory affairs roles at NZX listed Meridian Energy - New Zealand's largest generator retailer, generating electricity 100% from renewable sources.

Michael is currently Director of Industry & Technology Collaboration Department in PUB.
As part of PUB’s Senior Management team, he leads PUB’s effort to grow water technologies by working and collaborating with the global water industry and stakeholders; and bring discoveries made in the lab to industrial application as quickly as possible, so that PUB and the rest of world can benefit from this cutting-edge research.
Michael and his teams are also responsible for the smooth running and operations at PUB’s Singapore Water Exchange – the global marketplace for innovative water companies and technologies; as well as the successful organisation of the Singapore International Water Week - the global platform to share and co-create innovative water solutions.
Prior to this appointment, Michael was the Chief Information Officer (CIO) of PUB. This new and expanded position in PUB reflects the increasingly critical role that IT and cybersecurity play to support PUB’s organisational and operational needs. Besides, ensuring a reliable & secure ICT infrastructure throughout PUB so that efficient and effective services are provided, Michael was responsible for the development of SMART technologies across PUB; and the implementation of robust cybersecurity strategies and measures to safeguard PUB’s operations.
Michael also served in Singapore’s Ministry of the Environment and Water Resources (MEWR) as the Director of the 3P Network Division.
In this role, he led the public communication engagements as well as managed initiatives for quality service excellence.

Izan Aziati Binti Samsuri is a seasoned economic and social regulator with over 15 years of experience in overseeing and enforcing compliance within water and sewerage services industry. Currently serving as Senior Director in Licensing and Tariff Division, National Water Services Commission (SPAN). She is dedicated to process efficiency, ensuring integrity, promoting financial sustainability and protecting consumers . Izan Aziati has played pivotal role in water reforms, establishment of policies, regulatory framework, strategic plan and is known for her expertise in business plan reviews and regulatory compliance. She is committed to bring the water industry towards a more sustainable, innovative and efficient future.
